The role of the Industrial Relations Officer, is key to improving employee relations throughout the Organisation.  They will be at the coalface, dealing with issues as they arise directly, and maintaining positive IR within their respective regions. It is vital that the IR Officers’ taking up these roles have the appropriate knowledge, skills and experience. IR Officers will be required to have awareness of industrial norms and adopt fluid processes to ensure all matters are dealt with in a professional and expedient matter. The role will require diplomacy, tact, discretion, and confidentiality in decision-making to facilitate exchanges of sensitive information. While it will be the role of the IR Officer to be the expert in their field, there will be an onus and responsibility on them to ensure that training is provided to local/senior management to make them aware of current IR processes and policies, and to ensure that all parties involved in a conflict are fully aware of the avenues of resolution available to them and how they can be implemented. The effective running of the Garda Employee Relations Bureau, and of the Garda organisations high-level industrial relations’ mechanisms, will rely heavily on the work being undertaken at a local level by the Regional IR Officers. With the introduction of WRC access for IR matters to all members of An Garda Síochána, the early resolution of local issues by Regional IR Officers is essential to avoid the unnecessary escalation of matters to a national level.
